上星期都市日報有報道指的士app涉犯法,無論遠近乘客用家每程都可獲現金回贈HK$20。由於可能涉及以金錢利誘乘客搭的士,引致觸犯香港法例。快的Taxi終於也向傳媒發出聲明,稱他們沒有犯法。
快的Taxi的聲明指,他們並不是提供的士服務,也不代表的士服務又或的士司機,只是向用家提供相關資訊。他們續稱,app只是鼓勵大家活用其服務,更有效地使用公共交通工具。以下是英文版原文:
Hong Kong, 26 September 2014 ─ Kuaidi Taxi refers to the news report published on the date of this announcement by Metro Daily regarding the legality of the HK$20 cash back campaign and free coffee giveaway promotion . Kuaidi Taxi would like to clarify that none of our promotional activities violates the Laws of Hong Kong. Kuaidi Taxi ensures all promotional activities are complying with the Laws.
Metro Daily states today that Kuaidi Taxi “may have violated ‘soliciting’ behaviour”. According to the “soliciting” behaviour prescribed under regulation 40 of the Road Traffic (Public Service Vehicles) Regulations (Cap. 374D), if any taxi driver or his/her representative in any manner attracts or endeavours to attract any person in order to induce such person to make use of his/her vehicle, he/she commits an offence.”
However, Kuaidi Taxi IS NOT a taxi service provider and DOES NOT represent any particular taxi service providers nor any particular taxi drivers. Kuaidi Taxi is a mobile internet company that provides an information platform via smartphone application. Therefore Kuaidi Taxi DID NOT violate the captioned regulation.
Kuaidi Taxi is dedicated to promoting “intelligent travel” by the use of smartphone application, in order to improve public transport efficiency by enhancing the usage of taxi and shortening the passengers awaiting time. According to the Annual Transport Digest 2013 published by Transport Department, the public transport patronage of Hong Kong rose from 3.82 millions in 2003 to 4.43 millions in 2012, up by 15.9%. However, the taxi patronage in the same period fell from 360 thousands to 350 thousands. [1]
In this regard, a number of taxi-hailing smartphone applications launched in Hong Kong in rencent years. Taxi passengers could send orders by these applications to taxis nearby by GPS, that drivers could reach passengers with the application. The launch of these applications opens a new era of e-hailing and alters the old practice of telephone-hailing. This helps pairing drivers and passengers in an efficient way.
“Kuaidi Taxi devotes to promote ‘intelligent travel’ idea by the use of our application. All of our promotional campaigns are complying with laws. Our application shortens the awaiting time by pairing drivers and passengers nearby with the use of GPS,” said Mr. Ray Ng, City Manager (Hong Kong) of Kuaidi Taxi.
目前香港愈來愈多這些租車和的士app,不少都使用灰色地帶去提供服務,如我們早前提過的Uber便是一例。而快的Taxi的來頭不少,有阿里巴巴注資,財力強勁,狂推送HK$20回贈優惠和Pacific Coffee咖啡卷。。
